Preferred Education, Training and Experience:
- Must be 18 years or older, with a positive and cooperative attitude
- BSc/BA in business administration, social studies or relevant field
- Proven experience as HR officer, administrator or other HR position
- HR Credentials
- Proficiency in Microsoft Office (Excel, Word, Access, Publisher, and PowerPoint)
- Proficiency in Google Workspace (Docs, Sheets, Gmail, etc.)
- Excellent written and verbal communication skills
- Knowledge of clerical practices and procedures
- Understanding of labor laws and disciplinary procedures
- Knowledge of HR functions (pay & benefits, recruitment, training & development etc.)
- Problem-solving and decision-making aptitude
- Ability to multi-task, creative thinking, troubleshooting and follow-through
- Ability to work independently for maintaining files, meeting timelines, etc.
- A creative mind with an ability to suggest improvements
Essential Functions:
(Include the following but are not limited to, other duties may be assigned)
- Maintain and assist in development of company Policies and Procedures and emergency response plans
- Review employment and working conditions to ensure legal compliance
- Maintain employee records according to policy and legal requirements
- Maintain, implement, and develop employment forms
- Responsible for recruitment by preparing job descriptions, posting ads and managing the hiring process
- Process new employees, changes, and terminations
- Plan and conduct new employee orientation to foster positive attitude toward company goals
- Prepare employee separation notices and related documentation, and conduct exit interviews to determine reasons behind separation
- Support the management of disciplinary and grievance issues
- Maintain Employee Benefit contracts (Health Insurance, Retirement, etc.)
- Coordinate all staff training days with Executive Director and Leadership Team
- Maintain employee training records
- Coordinate with Bookkeeper and Executive Director to develop and complete annual wage agreements and salary schedule
- Assist the Leadership Team in development of personnel forecast to project employment needs
- Identify legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance
- Respond to inquiries regarding policies, procedures and programs
- Prepare and maintain performance review program to ensure effectiveness, compliance, and equity within organization.
- Manage and assign SPARC email accounts
- Update and manage SPARC Staff contact list and other applicable documents
Work Environment:
Work is primarily performed in office environments routinely utilizing standard office equipment, computers and phones. Some travel between SPARC sites may be necessary.

Position Type / Expected Hours of Work:
This is a full-time position 32 – 36 hours per week. Standard days and hours of work are Monday through Thursdays with flexibility. This position may occasionally require work during non-standard hours, including evenings and weekends.
Travel:
Local travel between SPARC sites.

- Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing professional networks; participating in professional societies

- Valid driver’s license
- Proof of current vehicle insurance
- Background check
- Must be willing to show proof of COVID-19 vaccination or a medical or religious exemption
